There is a Kinyarwanda saying “inshuti nyanshuti uyibonera mu byago”. Its English equivalent is a friend in need is a friend indeed.
While Kigali has earned the reputation of being one of the cleanest cities on the continent, if not in the world, there is one aspect of the city that stinks: the way it manages its waste. And its residents are the ones to blame.

The new law is also specifically designed to stop tax evasion and starting this year, every business registered for VAT must provide a customer with certified receipt for every sold good or service. This will require businesses to install an Electronic Billing Machine (EBM), which keeps records of all the sales.
As we report elsewhere, some local leaders think they can play it smart when it comes to the evaluation of their performance contracts (imihigo). One leader in Western Province told our reporter that they carefully select the families to be visited by the assessors, and make sure to leave out those who might not yet have benefitted from certain programs.
