		<description><![CDATA[It&#039;s a general disease I have come to notice among local journalists here...they have been brought up not to question the authorities, they receive info and take it without subjecting it to analysis....or it&#039;s laziness? Or just improper training? Or lack of motivation? But all said...I think Rwanda Focus writers try...despite this madioacre story...you have particulary two or three writers whose style of writing  I really appreciate...Edward....Agutamba (I can&#039;t place the name)....and the sports fellow, Julius (whose Sports reporting style has changed from since his TNT....which tells its own story! Didier too is ok...just a little thourougness would do...]]></description>

Presidential Order No. 15/01 of 28/08/2008 provides the relevant information on the salaries, allowances and other benefits allocated to the State&#039;s top political leaders. These include the President of the Republic, the President&#039;s of the Senate, the Speaker of the Chamber of Deputies, the Prime Minister, Ministers and Ministers of State, Provincial Governors and the Mayor of Kigali City, Senate and Chamber of Deputies&#039; Vice-Presidents; Senators and Deputies, etc. All entitlements of these officials, including housing and furniture allowances, transport facilitation, security, emoluments on official missions within and outside the country, etc. are indicated, as are the applicable rules for their access or withholding.
