In your publication No. 79 of April 22 to 28 2009, you reproduce a document in Kinyarwanda on page 9 that is a non-signed, non-dated text entitled “Orinfor staff complain”. It is illustrated by a photograph of the (former) Director of the Rwanda National Information Office (Orinfor), Mr Oscar Kimanuka.

But although the text also mentions it is about the Board of directors, it becomes apparent that its content in fact exclusively is to do with the chairman (now former chairman) of the board - myself Paul Mbaraga.

The Rwanda Focus Chief Editor Shyaka Kanuma contacted me on phone to ask me questions about the events which took place at Orinfor since the arrest of Mr. Kimanuka, in particular with regard to the suspension or the dismissal of the employees, but did not mention any intentions to publish something to do with complaints of the personnel. I did not have comments relating to the fate of the employees faced with dismissal or suspension because I am not involved in those kinds of decisions.

My question is, why did you not contact me on the publication of this text concerning the so-called complaints of the personnel of Orinfor whereas my name and my respectability were at stake? Since it was not a signed text you therefore take full responsibility for all the false things written in it about me. This is a tendentious text with deliberate intention to harm especially with its attempts to saddle me with divisionist attitudes.

The lack of professionalism that you display here is worsened by negligence since you fail to refer at least to my recent short speech on April 9th 2009 in memory of the journalists of Orinfor that perished in the Genocide.

Throughout my life, beginning with my youth until employment age; from secondary school to university, I always pointed out acts of the ideology of genocide of which I was myself regularly a victim. And I pointed out all that in October 2002 at the time of the National Summit of Unity and Reconciliation, in front of the Rwandan people. I demonstrated my will to participate in the development efforts of our country and I condemning any divisionist or genocidaire tendencies from anywhere they came. That has been the case throughout, as my colleagues in academia or other work with which I am associated to do with establishing genocide memorials in our country can testify. The recording of my recent speech to Orinfor is available if you wish to listen to it for confirmation of my remarks. If you had paid the least attention to this speech you would not have slandered my person.

I consider the nature of the text which you publish as a leaflet because the board of Orinfor did not officially receive any complaints in this form.

We collected many complaints and testimonies from Orinfor employees on their work conditions which we were working on to find suitable solutions for. But it was still too early to get results, more especially as certain employees worked against the current of the efforts of the Board of Directors.

(We would like to bring it to the reader’s notice that attempts to talk to Mr. Mbaraga were futile since he insisted that as he no longer was Orinfor board chairman he could no longer talk about issues to do with the institution, editor)
