The government looked elsewhere for someone to feel the vacant post and Oscar Kimanuka, who was one of the speechwriters of the President, got the nod. And he got all the powers to right things at Orinfor, powers that presumably included bringing Kije Mugisha down a notch or two. That was in June this year, and so far Mr Kimanuka has miserably failed. In fact under him things have inconceivably worsened. Mr Kimanuka made some initial progress in having the printing press installed. But in the past few weeks, work has totally stalled. I have correspondence from Kamal Desai (whose company, Colina Enterprises, sold the press to Orinfor) expressing frustration with lack of communication from Mr Kimanuka on how to move ahead with the work. Colina is also contracted with supervision of installation of the press. Also under Mr Kimanuka Orinfor cannot pay its electricity, phone and internet bills; in fact Electrogaz has cut off their water supply and Orinfor employees these days have to carry the water for their sanitation needs with them to work, all this even with the kind of income the agency can tap into that would ensure it never has these kinds of problems. But it is at reigning in Kije Mugisha that Mr Kimanuka has notched up his biggest failure since taking over at Orinfor. The woman is carrying on at TVR like absolutely nothing has changed. She still has her divisive tendencies of nurturing cliques of young men and women, some of them really no more than boys and girls, by getting them jobs irregularly and making them personally answerable to her, and by freezing out staffers she does not like – namely anyone she found there when Mr Bideri still was Orinfor director. Kije Mugisha’s harassment of employees is much like before, but with a slight difference. She has now taken to witch-hunting those she suspects of “talking to outside media” (meaning Focus) about “internal TVR affairs.” The woman has promised jail for anyone who will be caught doing so and she has promised to “make their lives a living hell.”
