For starters, salaries are low and benefits not very substantial. This means employees will not be a very motivated lot. But decent leadership – the kind that is hands on, that is team-building, that regularly listens to staff problems and makes employees feel their work is important and appreciated – will get decent output even from the most inefficient of government institutions.

Former Orinfor boss Joseph Bideri provided that kind of leadership. The man had his problems and this very newspaper enumerated some of them last year. But Mr Bideri managed to steer the Orinfor ship quite well for eight years, until the authorities made the mistake of appointing a woman called Kije Mugisha director of TVR and deputy director of Orinfor.

Of course the heads of government are human and can be deceived and someone like Kije Mugisha, with her impressive American accent and her claims that she has mass communications degrees from the US could bamboozle them.

(Just for the record: ever since Ms Mugisha was appointed to her post earlier this year, she has never produced evidence that she has a single degree or diploma, not even academic transcripts – yet as per government regulations she has to bring them, certified and notified by a government notary.

Every time Ms Mugisha is asked for her qualifications, she says they are with her mother back in the US. But now some find it strange that she has been back to America several times and never returns with those vaunted degrees).
