The regular jailing of public servants and local government officials suspected of corruption as well as non-government individuals suspected of fleecing the tax payer has prompted concerns that locking up so many people could cause social unrest.

Going by the current record of the International Criminal Tribunal for Rwanda it is not a stretch to imagine that this court would acquit Herman Goering or any other person like that of crimes of genocide and other atrocities against Jews were it (ICTR) to find itself with the responsibility of trying big Nazis.

In our editorial last week we mentioned unfair trade practices impacting local manufacturers and businesses. We mentioned among other things the rampant under-invoicing of goods from neighboring countries which end up being priced well below locally manufactured products. We also mentioned dumping and smuggling as other big problems.

What happens when a government finds evidence that there is a massive amount of goods on the market whose low prices give every indication either these goods were smuggled in, dumped or their wholesale prices have been seriously under-declared at the border?
